About Rates & Charges

Each year, we review our rates and make adjustments to reflect the cost of providing water to our customers. Rates are typically approved by our Board of Directors in November and become effective January 1. Rate Hearings are always posted at least 30 days in advance.

What Your Rates Cover

Customer bills include a base charge (water base) that covers administrative and fixed costs. The water usage charge is a tiered rate per 1,000 gallons that increases with higher water usage. Customer rates cover operational costs and capital projects needed for the operation of the District’s distribution system.

Residential & Non-Residential Rates

Currently, the District has five types of 5/8-inch, residential water taps; Inside Use Only Micro-Home Less than 1,000 square feet (sf), Inside Use Only Single Family Home Greater than 1,000 sf, Conservation (Urban) Tap, Conservation (Urban) Plus, and Standard Tap, along with one 3/4-inch Estate Tap which wasa introduced in 2024. The taps are differentiated by the amount of water available (allotted) to the customer each year based on the amount of water that was dedicated to the District at the time of construction. The water rate structures are different for each tap.

Inside Use Only Tap Micro-Home Less than 1,000 sf Tap

Customers requiring water for indoor use (drinking water, washing, toilets) for micro-home residences, less than 1,000 sf, can purchase an Indoor Use Only Micro-Home Tap. Irrigation for landscaping is not allowed.

  • The amount of water a customer is allowed to use from January through December is called their annual allotmentThe annual allotment for Inside Use Only Micro-Home Tap customers is 60,000 gallons. If a customer's year-to-date water use exceeds this amount, a surcharge of $20.00 per 1,000 gallons for every 1,000 gallons over the allotment is added to the usage charge for the remainder of the calendar year.
  • The year-to-date water use and allotment of each customer is shown just below the graph at the bottom of the monthly bill.

Inside Use Only Tap Single Family Home Greater than 1,000 sf Tap

Customers requiring water for indoor use (drinking water, washing, toilets) for Single Family Homes, greater than 1,000 sf, can purchase an Indoor Use Only Single Family Home Tap. Irrigation for landscaping is not allowed.

  • The amount of water a customer is allowed to use from January through December is called their annual allotmentThe annual allotment for Inside Use Only Single Family Home Tap customers is 82,000 gallons. If a customer's year-to-date water use exceeds this amount, a surcharge of $20.00 per 1,000 gallons for every 1,000 gallons over the allotment is added to the usage charge for the remainder of the calendar year.
  • The year-to-date water use and allotment of each customer is shown just below the graph at the bottom of the monthly bill.

Conservation Tap (a.k.a. Urban Tap)

Customers requiring water for indoor use (drinking water, washing, toilets) and outdoor use for smaller landscapes usually found in urban neighborhoods. Conservation Taps are limited to lot sizes of 9,000 sf or smaller, and suggested outdoor use is limited to approximately 2,500 sf of turf or less.

  • The amount of water a customer is allowed to use from January through December is called their annual allotmentThe annual allotment for Conservation (Urban) Tap customers is 114,000 gallons. If a customer's year-to-date water use exceeds this amount, a surcharge of $20.00 per 1,000 gallons for every 1,000 gallons over the allotment is added to the usage charge for the remainder of the calendar year.
  • The year-to-date water use and allotment of each customer is shown just below the graph at the bottom of the monthly bill.
  • In most cases, customers with urban properties will have sufficient water available each year without incurring a surcharge. Customers who desire to have more than 114,000 gallons per year available without a usage surcharge can upgrade. Contact the District at 970-532-2096 for additional details.

Conservation (Urban) Plus Tap

Customers requiring water for indoor use (drinking water, washing, toilets) and outdoor use for smaller landscapes usually found in urban neighborhoods. Conservation Plus Taps are generally appropriate for lots between 9,001 and 13,000 sf in size, and suggested outdoor use is limited to approximately 5,000 sf of turf or less.

  • The amount of water a customer is allowed to use from January through December is called their annual allotmentThe annual allotment for Conservation Plus (Urban) Tap customers is 180,000 gallons. If a customer's year-to-date water use exceeds this amount, a surcharge of $20.00 per 1,000 gallons for every 1,000 gallons over the allotment is added to the usage charge for the remainder of the calendar year.
  • The year-to-date water use and allotment of each customer is shown just below the graph at the bottom of the monthly bill.
  • In most cases, customers with urban properties will have sufficient water available each year without incurring a surcharge. Customers who desire to have more than 180,000 gallons per year available without a usage surcharge can upgrade. Contact the District at 970-532-2096 for additional details.

Standard Tap

Standard Taps are generally appropriate for lots between 13,001 and 17,000 sf in size, and suggested outdoor use is limited to approximately 7,000 sf of turf or less. 

  • The amount of water a customer is allowed to use from January through December is called their annual allotmentThe annual allotment for Standard Tap customers is 228,000 gallons. 
  • The year-to-date water use of each customer is shown just below the graph at the bottom of the monthly bill.
  • In most cases customers with standard residential properties will have sufficient water available. Customers who desire to have more than 228,000 gallons per year can upgrade. Contact the District at 970-532-2096 for additional details.

Estate Tap

Introduced in 2024, Estate Taps are generally appropriate for lots larger than 17,000 sf in size, and suggested outdoor use is limited to approximately 13,000 sf of turf or less. 

  • The amount of water a customer is allowed to use from January through December is called their annual allotmentThe annual allotment for Estate Tap customers is 360,000 gallons. If a customer's year-to-date water use exceeds this amount, a surcharge of $20.00 per 1,000 gallons for every 1,000 gallons over the allotment is added to the usage charge for the remainder of the calendar year.
  • The year-to-date water use of each customer is shown just below the graph at the bottom of the monthly bill.
  • In most cases, customers with larger residential properties will have sufficient water available each year without incurring a surcharge. Customers who desire to have more than 360,000 gallons per year available without a usage surcharge can contact the District at 970-532-2096 for details on adding additiional allotment.

Non-residential rates are determined by the size of the service tap.
